This New Yorker article is quite good at explaining the concept; this Wikipedia entry is good, too. Now that I know what it is, it's clear to me that the city of Bangalore would benefit greatly from it. There is a pre-requisite, though: existence of a functional and quite extensive public transport network.

It is also important that the funds collected so should strictly be utilized for improving the public transportation system and improving the environment. I wonder how much our state governments will excel in that.
Hope they introduce similar economic distortions to clear up the slums in Bombay and Delhi.
Agree totally that Bangalore needs something like this. The implementation would be a big problem though: CCTVs, monitoring them, power failure, and so on.
